Program Coordinator - Macfarland Middle School Site

General Description:
The School Coordinator will be responsible for oversight of daily program operations for several LAYC programs that operate at Macfarland Middle School. The individual will provide supervision of program staff, support for student behavioral problems, manage grant reporting and data collection for programs on site.
Responsibilities:
- Oversee the collection of pre- and post-test data, student report cards DCCAS test scores, participant school attendance data; parental consent forms; and other school data;
- Oversee program staff and AmeriCorps members in place at Macfarland Middle School;
- Serve as LAYC liaison to school administrators and staff;
- Contribute to quarterly and annual reports as required by the federal Department of Education and the Office of the State Superintendant;
- Collaborate with evaluation consultants and the internal LAYC Learning and Evaluation Department;
- Collaborate with existing program partners and conduct outreach to establish new partnerships on behalf of the LAYC programming in place at the school site;
- Oversee daily programmatic operations at the school site and troubleshoot any issues or conflicts that arise;
- Communicate regularly with the Community and Leadership Team Leader to report on program progress and request any support or materials needed;
- Attend weekly staff meetings of the Community and Leadership Team;
- Improve professional skills by attending workshops, seminars, and training sessions as required; and
- Perform other activities specifically assigned by Education Division and/or external evaluation consultant.
Requirements:
- B.A., or related field (degree in progress accepted);
- At least one year experience in youth program development and/or project management;
- Data entry experience; and computer skills (Microsoft Office Certification Preferred);
- Experience working in a community-based and multicultural setting;
- Flexible schedule; and
- Complete Medical, FBI, and Child Abuse and Neglect clearances. (LAYC can reimburse for police clearance)

Education Evaluation Assistant

General Description:
The Education Evaluation Assistant will primarily assist in research, data collection, data entry, and report writing as required by High Quality Supplementary Education Services (SES) Afterschool Partnerships Demonstration Project. Additional responsibilities will include recordkeeping of the member files for the AmeriCorps program.
Responsibilities:
- Evaluation Duties:
- Collect pre- and post-test data and follow up data from youth to include but not limited to the DCCAS test scores, participant school attendance data; participant reports cards; and other school data;
- Collect parental consents from participants enrolled in the program;
- Coordinate with the external program evaluator for the HQ Demo project to conduct focus groups for youth when determined;
- Enter and analyze data for program reporting purposes;
- Contribute to quarterly and annual reports as required by the federal Department of Education;
- Collaborate with evaluation consultants and the internal LAYC Learning and Evaluation Department.
- Maintain AmeriCorps member files and assist in collecting data for AmeriCorps reporting and evaluation, consistent with the HQ Demo project.
- Attend events related to HQ Demo project.
- Education Team Research and Evaluation duties:
- Assure that education data and statistics are accurate, and up-to-date in the Latin American Youth Center data storage system Effort to Outcomes (ETO);
- Create new / improved evaluation tools as needed;
- Coordinate with the LAYC Learning and Evaluation Unit on issues pertaining to program evaluation;
- Attend monthly meetings with Evaluation and Learning division;
- Improve professional skills by attending workshops, seminars, and training sessions as required; and
- Perform other activities specifically assigned by Education Division and/or external evaluation consultant.
Requirements:
- B.A., or related field (degree in progress accepted);

Education Enhancement Division Director

Description:
The Division Director oversees the planning, implementation, and evaluation of the programs and operations of the Education Division of the Latin American Youth Center. The Division Director is responsible for the supervision of approximately 20 programs and 20 professional staff, including team leaders, program managers, instructors, outreach workers, academic advisors, and recreation coordinators.
Responsibilities:
- Develops, implements and monitors an organizational wide strategy and effort to enhance the academic preparedness of at-risk youth through the services of the Latin American Youth Center;
- Designs and implements administrative and programmatic procedures to facilitate the delivery of services;
- Prepares the annual budget in coordination with the D.C. Managing Director, Chief Financial Officer and Team Leaders;
- Oversees all personnel matters related to Education Division staff, including: hiring and firing, training, supervising and evaluating;
- Serves as part of the Senior Management Team of the Latin American Youth Center;
- Participates in conjunction with the Director for Development and Senior Management in the preparation of proposals for new programs;
- Develops and coordinates, with Education Division staff, ongoing recruitment and selection of children and youth into the program;
- Develops and implements an overall strategy to coordinate educational programming with the DC Public School system, and individual elementary, middle, and high schools;
- Develops and implements a major Gang Prevention effort in the Columbia Heights area of Washington, DC, in coordination with non-governmental organizations, public schools, and the Metropolitan Police Department;
- Ensures that Education staff compile and input necessary program data into the LAYC data collection system;
- Ensures that all necessary internal and external program and financial reports are written and submitted on a timely basis;
- Conducts monthly Division staff meeting to address administrative and programmatic issues;
- On an as needed basis, conducts individual case management sessions with clients, parents, and related social workers;
- Attends weekly Senior Management staff meetings; coordinates programmatic activities with other Division/Program Directors;
- Meets with Team Leaders on an ongoing basis to plan and implement organizational changes, and evaluate program activities;
- Attends meetings in representation of the LAYC Education Division and serves as liaison between the LAYC, the contracting agencies, local and regional public and private institutions;
- Processes requests for expenditures and staff time sheets corresponding to immediate supervisees and submits them to the LAYC Administrative Office;
- Ensures that all Education staff have necessary support for improving professional skills by attending workshops, seminars and training sessions as allowed by time and funding constraints;
- Performs other duties as assigned by the D.C. Managing Director.
Requirements:
- Masters degree is required in Education or Public Administration, Social Work, Guidance and Counseling, or related field.
- Minimum five-year experience in managing education-related programs; preferably focused on low-income children and adolescents
- Minimum of five-year experience in staff supervision
- Knowledge of District of Columbia Public School curricula and standards
- Fluency in English and Spanish
- Complete criminal record clearance and medical clearance.
Skills:
- Ability to supervise the planning, coordinating and implementing of educational, social, cultural and recreational programs for low-income populations.
- Ability to assess the needs of students and community members and develop programs and services to address those needs.
- Knowledge of services and resources in the areas of education and child welfare

Case Manager
DIVISION: Social Services
PROGRAM: Host Homes

General Description:
The Case Manager provides direct assistance to homeless and runway youth ages 12 to 21 admitted into the Host Homes Program. The Case Manager, monitors participants’ progress during the youth’s stay in host homes program.
Responsibilities:
- Prepares dissemination material and conduct recruitment of prospective host homes parents; conduct outreach, provides orientation of new program participants;
- Completes needs assessment for clients, make necessary referrals, follows up with service provider to ensure that client is receiving appropriate type and quality of service.
- Conducts individual management sessions to assist residents in goal setting and accomplishment;
- Assists residents schedule appointments with other social provides and make sure that services are provided as stated on pre-agreed case plans;
- Is available to responds to clients’ emergencies on a 24 hour basis.
- Refers residents to appropriate educational and employment programs;
- Maintains contact with educational program administrators, teachers, and counselors to monitor school attendance, behavior and academic performance;
- Observes any and all DHHS and LAYC clients’ files’ documentation requirements.
- Conducts monthly self-clients’ files audit to ensure compliance with DHHS and LAYC clients’ files’ documentation requirements. Keeps record of such audit.
- Meets with program coordinator on a weekly basis for supervision and keeps a long of the subject matter, content and date of each supervision session.
- Holds weekly meetings with the Host Homes Counselor to discuss issues related to the participants’ progress in the program;
- Assists participants in obtaining permanent placement;
- Holds meetings with LAYC staff, host home parents and representatives from other agencies involved in the provision of services;
- Organizes all necessary information and data to generate monthly progress report and statistics and enters such date into the ETO database.
- Documents all contacts with clients, families and community and other pertinent information and enters them into ETO;
- Assists Team Leader in the development of training sessions for host homes parents;
- Ensures that all documentation, including case files and client statistics are accurate and up to date;
- Improved professional skills by attending workshops, seminars, and training sessions as allowed by the time and funding constraints;
- Performs other duties as assigned.
Requirements:
- BA in Social Work/human services field;
- Minimum two-year experience in working with adolescents;
- Complete criminal record clearance;
- Driver’s license.
- Bilingual: English and Spanish;
- Knowledge in case management, monitoring and reporting;
- Strong communication and organizational skills.
Work Hours:
- 40 Monday to Friday from 10:00 am to 6:00 pm/holidays, weekend and evenings as required.
Supervision:
- This position reports directly to the Program Coordinator.

Outreach Worker
General Description:
The Outreach Worker is responsible for the provision of outreaching youth and families in the community that consist of youth ages 14-21 in-school and out-of school.
Job Description:
- Plan an schedule community meetings and events for the MMYC-Silver Spring Programs;
- Create and maintain relationships with community-based partner organizations, agencies and referral sources;
- Make presentations on program and community meetings, schools and other relevant meetings;
- Coordinate staff outreach efforts, including door to door outreach in targeted neighborhoods to find eligible youth and promote the program;
- Manage intake and orientation of new clients, both content and coordinating other staff participation;
- Respond to questions from clients about the program processes;
- Manage and report on all data related to recruitment;
- Maintain contact with all referral agencies, responding to inquiries and requests;
- Attend all scheduled staff meetings and take an active role;
- Work with in-school youth for the purpose of group facilitation;
- Collects information about youth, and family members using interviewing, case history and observation techniques for the purpose of determining needs for referral to appropriate programs within MMYC-Silver Spring; Provides necessary referrals and makes sure that youth receive appropriate assistance by maintaining the ETO Database;
- Knowledgeable of crisis intervention;
- Prepares monthly statistics and narrative reports;
- Performs other duties specifically assigned by the Program Director and;
- Adheres to all LAYC/MMYC personnel policies.
Qualifications:
This position is ideal for a college or graduate student with 2-3 years of work experience, particularly in project management, outreach, grassroots-organizing, and/or related function work. The successful candidate will be a self-starter, be able to handle multiple tasks while focusing both on the big picture and small details. Ability to relate and communicate with young people is a must. Out-going personality is a plus. Fluency in Spanish preferred. Individual must be flexible, energetic, commitment to youth development and fostering a respectful environment. Proficiency in Microsoft Word and Excel required. Graphic design experience is a plus.
